Making it work: embedded innovation

We help organisations navigate the challenges of innovating and build the consensus needed to embed innovation and make it work in practice. The success of healthcare innovation depends not only on sound science but on the confidence and commitment of people. Competing interests can slow progress, while rapid innovation risks leaving behind those who adopt, enable, and experience it. Healthcare innovation can only deliver on its promise and become standard care when the interests of science, policy, and people are aligned.

With more than three decades of experience across science, industry, healthcare delivery, and public policy, PHG Cambridge can bring the right people together to develop pragmatic and resilient solutions.

Case study

Building consensus on synthetic data with the MHRA

The Medicines and Healthcare products Regulatory Agency (MHRA) needed regulatory consensus on synthetic data before it could set policy on its use in medicines and medical device pathways. No shared standards existed, and reaching agreement meant aligning regulators, industry and legal experts who don’t typically agree quickly.

PHG Foundation was commissioned to convene that process. We ran a series of expert workshops that identified,  tested and refined points of agreement, resulting in a Consensus Statement now informing MHRA policy. Published alongside this consensus statement was a report on whether synthetic health data should be treated as personal data. We took the same approach on the MHRA’s AI Airlock programme, facilitating a workshop on post-market monitoring for AI system failures, and we continue to support the MHRA on synthetic data protocols for clinical trials.

PHG Foundation’s role: independent, structured facilitation that turns complex, contested questions into regulatory outputs a public body can act on.
